The paper， on the basis of the analysis on the water supply control mode of the middle route from the aspects of water compensation， the character of the project， management mechanism and control technology， illustrates the complexity and difficulty of the water supply control of the middle route. According to the research on the water supply control mode of the middle route， the paper suggests the correct directions for the water supply control of the middle route. 　　Key words：MRP；control of water supply；Quasi-market；Market allocation 　　 　　1 研究背景 　　 　　南水北调中线总干渠跨越长江、淮河、黄河、海河4大流域，沿途经过湖北、河南、河北，直达北京团城湖和天津市外环河，是一项跨流域、跨多省市的长距离特大型调水工程。南水北调中线工程的基本任务是从丹江口水库取水，为受水区城市提供生活和工业用水，同时要兼顾农业和生态环境的补水任务。中线供水调度既受水文气象的影响，又受水力控制等工程因素的影响，同时还涉及到干线、水源公司、受水区用水户等多方利益协调的问题，无论从调度技术还是运行管理机制上讲，中线供水调度都是一个极其复杂的理论和实践问题。因此，有必要对中线供水调度特点做一分析研究，在这个前提下，才能有针对性地提出中线供水调度的理论和方法，为南水北调中线相关管理调度运行单位服务。 　　 　　2 中线供水调度有偿性分析 　　 　　按南水北调中线总体规划的投资预算[1]，主体工程静态总投资为917.43亿元；配套工程投资为610.5亿元，其中总干渠分水口门至城市自来水厂的输水配套投资158.1亿元，自来水厂的净配水工程投资为452.4亿元。从这些投资数字看，中线供水工程投资巨
