ABSTRACT With the increasing number of university enrollment, school fees pressure gradually increased. Shortage of charge staffs caused students payment difficulties. Every time a new semester，Students have to queue for payment, often pay a fee, that will take a long time. How to improve the charging efficiency has become a major problem in charge department. Therefore, we need to develop a more complete, efficient and convenient charging system , that will play an important role on the development of colleges and universities charge work. This paper deeply analyzes the actual situation of universities charge. According to the actual charges arising from the issue as the demand analysis, the use of B/S and C/S combination, using PowerBuilder and C# as design language based procedures, based on Windows 7 operating system, using SQLServer2005 database. This article made a simple analysis of the charge system development background, as well as development status quo of research technology at home and abroad. In addition, the article correspondingly introduced the relevant system background, some theories of technology or products related to this article and some theories which used in this system. And it made a detailed description in development tools, development technology, design structure and the technology and design of the main database which can be applied. Through a series of requirements analysis, design, coding, etc, the system realizes the user management, basic code management, accounts receivable management, billing management, credit management, refund management, student bank pay cost, student online payment, and other functions, and the system needs to be improved are summarized. In conclusion, on the base of analyzing the full of school fee business, developed for use in the major universities charge management system.
