城市水资源可持续利用的探讨 　　 摘要:我国多数城市面临着水资源短缺与水污染的双重困扰，不合理的水资源开发利用已经影响到社会经济的可持续发展，因此，从循环经济理念与可持续发展观出发指导城市水资源的综合开发利用研究已迫在眉睫。本文从可持续发展观与循环经济理念出发，提出了城市水资源可持续开发利用的原则，分析了目前非常规水源利用的技术经济情况与对生态环境的影响，提出了适合我国国情的非常规水源开发利用模式。从技术经济、环境生态效益、社会效益三个方面进行了城市水资源开发利用措施综合效益评价。 　　关键词:非常规水源；水资源可持续开发利用；综合效益评价 　　Abstract: our most cities face the shortage of water resources and water pollution doubly troubled, not reasonable exploitation and utilization of water resources has influence to the sustainable development of society and economy, therefore, from circulation economy idea and sustainable development of urban water resources guiding the comprehensive exploitation and utilization of research is imminent. This article from the sustainable development view and the circulation economic theory, based on the development and utilization of water resources sustainable city principle, analyzes the present water use of unconventional technical and economic situation and influence for ecological environment, and put forward the suitable for Chinas national conditions of abnormal water exploitation mode. From technical and economic, environmental and ecological benefit and social benefit three aspects of city water resources development and utilization measures comprehensive benefit evaluation. 　　Keywords: unconventional water; Sustainable development and utilization of water resources; Comprehensive benefit evaluation 　　 　　 　　中图分类号：TV211.1文献标识码：A文章编号： 　　 　　0前言 　　21世纪是“城市的时代”，目前，全世界一半的人口生活在不到全球面积4%的城市中[1]，城市水资源系统与生态环境面临着巨大的压力，世界各国的大城市普遍缺水。城市的水资源问题已成为全球水资源危机中最为突出的问题，妥善解决城市水资源问题是城市、区域、国家健康发展，人类实现可持续性发展的关键。 　　我国是一个水资源缺乏的国家，城市水资源缺乏问题尤为严重。主要表现在：缺水与用水效率低下同时并存；过度开发水资源导致生态环境的破坏；城市水污染严重；城市防洪能力低下。除此之外，人为的不合理开发与利用方式也加剧了城市水资源匮乏与生态环境的恶化。之所以存在这些问题，与人们对资源的认识、对人类社会与自然环境关系的认识有关，是受传统的发展观与传统的经济增长观影响。正是这种不再符合时代发展需求的观念导致了水资源开发利用行为与结果的不可持续性。反映环境资源与社会发展相协调的可持续发展观、反映可持续利用自然资源的循环经济理念将指导城市水资源开发利用走出误区，缓解城市水资源问题。 　　 　　1城市水资源可持续开发利用原则 　　水资源的定义和内涵随着社会经济的发展与技术的发展而变化。从可持续发展观与循环经济理念出发，根据城市特殊的水文循环、用水特点，拓展与明确城市水资源内涵，对于引导城市水资源的可
