Abstract Abstract - - II - Abstract Quality assurance system has become one of the most important core thoughts in the higher education field in the 21st century. The establishment and perfect of the higher education quality assurance system is the trend of the world higher education development. There are similarities and individual characters in the outside quality assurance systems between Russia and China. Through the comparing method this article tries to find out the same characters and the individual rules between Russia and China and provides materials for the higher education theories and provides references for the practice. Firstly, the higher education exterior quality assurance systems of China and Russia are studied respectively from the macro- cosmic view in this article, including laws and codes, function framework and function mechanism. On the basement of that study, this article tries to find the different and the same points between these two countries and finally reach the objective of reference. Secondly, the function mechanisms of higher education exterior quality assurance systems of China and Russia are studied respectively from the middle- cosmic view, wherein this article takes the function mechanisms under the government as the main comparing objective and takes studies of admission, evaluation, identifying system of the function mechanisms from the aspect of Russia. At last, this article tries to compare the evaluation between Russia and China, and the undergraduate school running level evaluation in the university of China and the evaluation taken every five years in Russia are chosen as the comparing objectives. Through the comparing study of the higher education exterior quality assurance systems between China and Russia, the article analyzes the causes of the differences and advantages and disadvantages, and thereby it will be very important to the building and perfect of the higher education quality assurance systems of China’s o
