Industrial cluster environment offers a platform for high-tech industries to coordinate with each other for share the innovation of scientific and technological achievements, save transaction cost. Therefore the cluster own competitive advantage in global economy. Establishment of high-tech industrial park is an effective form of high-tech industries and an important presence geospatial carrier, just as Beijing’s Zhong Guancun and Silicon Valley is typical cases. At the same time, high-speed information network covering the whole country has been formed. At present, China has become the largest labor mobility and material flow country in the world, the pattern of self-contained industrial division has been broken, division of industry labor between regions tend to reasonable, integration of industrial chain rapidly advances nationwide, unified and efficient market is forming. With the development of strategic emerging industries globalized, it is an important part to establish competitive advantage through strategic alliance and coordination network.
