A large number of agricultural land has been translated into urban land. The land requisition system has played a huge effect in this process. The land requisition system get through different stages of development in different period. In every period, the compensation standard has always been the focus of attention. Thus it has great theoretical significance and practical value if we do Thorough and comprehensive research in the evolution of land compensation standards in different period for the land requisition system to reform, perfect and innovate. The land requisition system involves the interests of many subjects. Each subject has different rights and obligations in the process of land requisition. With farmland potential value appears gradually, the new value system of farmland has formed a new property right structure. Different property right subjects were in a series of dynamic evolution respectively.Land compensation standards will be affected by the new property right structure, and create new trend. Meanwhile, for the new value system, they will produce heated confrontation between local government and requisition farmers. Each subject gradually promote the compensation standard to change by their interests and needs. With growing consciousness to safeguard their own interests by land farmers and growing pressure of stability maintenance by government, the government has more willing to share the potential value of the land than before. Thus promote the compensation standards gradually to evolve. By using equilibrium theory and evolution game theory to analyse the interest subjects, this paper sums up relevant laws and regulations about land compensation, analyse problems about compensation standard, then by offering policy suggestions to improve compensation standard.
