The forestry development of 115 prefecture level cities and 25 cities (counties, state, and the forestry district) which are affiliated to the provincial governments are analyzed. With the method of factor analysis, the five main factors are extracted, which are: regional development factor, forest resources factor, resources transformation factor, forestry resources factor
