The New Basel Capital Accord not only advocates the concept of comprehensive risk management and advanced capital measurement methods, but also embodies rich principles and requirements of corporate governance. Based on the requirements of The New Basel Capital Accord on banks, the paper uses China’s City Commercial Banks as the research object, evaluates the gap between the level of corporate governance of City Commercial Banks and the requirements of The New Basel Capital Accord from the perspectives of strategic planning, the operation of board of directors, communication and coordination mechanism, information disclosure and financial regulation. After confirming the difficulties and challenges of China’s City Commercial Banks to implement the new accord, the paper further puts forward some suggestions to improve the governance of China’s City Commercial Banks.
