摘要 住房问题一直是百姓关注的民生问题，住房保障制度建设是切实解决城市低 收入家庭住房问题的有效措施,有利于和谐社会建设和保持经济、社会的稳定发展。 进一步完善全市保障性住房工作，必然要求进一步履行政府职能。是全面建设小 康社会的具体要求，是促进房地产市场健康高速发展的重要路径，也是深入贯彻 落实科学发展观，促进社会和谐的重要组成部分。近几年,由于国家的高度重视,我 国住房保障工作取得了巨大的发展。但是，在保障性住房工作大力落实中会产生 大量的数据和信息,包括低收入家庭的信息的基本情况、有关收购、建设、住房分 配信息、政策、标准和其他相关信息，随着不断增加的住房保障的业务量，住房 保障部门作为住房保障的管理部门承担处理巨量的信息分类等任务，大大降低了 办公效率。为此，亟需加快住房保障工作的信息化建设,建立住房保障管理信息系 统。 本文通过对住房保障各级部门需求分析以及住房保障工作流程分析，建立了 基于 C/S 和 B/S 相结合的管理信息系统，选择 DELPHI＋SQL SERVER 数据库相结 合，建立了住房保障网站 ASP＋SQL SERVER 的开发模式。系统包括廉租住房管 理、公租房管理、房源管理、保障对象管理、档案管理等功能子系统，应实现市、 区、街道三级住房保障部门的联网办公。最后，从人员组织、系统的安全性等角 度研究提出系统实施的保障措施。 关键词：保障性住房，业务流程，信息系统，系统建设 ABSTRACT Housing has been the livelihood of the people concerned, the construction of affordable housing system is practical and effective measures to solve the housing problems of urban low-income families, is conducive to building a harmonious society and stable development of the economy and society.
