贵州大学硕士研究生学位论文 贵州大学硕士研究生学位论文 摘 要 为提升我国企业的创新能力，2006 年科技部、国务院国资委、中华全国总 工会等三部门联合启动技术创新引导工程，并把开展创新型企业试点工作作为技 术创新引导工程的重要内容。创新型企业是建设创新型国家战略的微观基础。在 技术创新引导工程和创新型国家建设目标的领引下，我国的创新型企业理论研究 与实践发展才开始起步。因此,如何鉴别和遴选创新型企业，对其进行政策上的 扶持，从而提升企业的创新能力，是政府、企业和学者需要认真研究的问题。这 也是论文研究的主要问题。 论文主要围绕创新型企业的概念和评价指标体系展开。论文 ,首先梳理了创 新型企业的概念、特征、评价指标体系和评价方法，以期对创新型企业有一个较 全面的认识。在此基础上,对创新型企业的概念进行了界定，提出了创新型企业 的识别条件，并将其与技术创新型企业、高新技术企业和科技型企业进行了辨析。 其次，在创新型企业评价基础及创新型企业创新能力构成要素分析的前提下，论 文构建了创新型企业的评价指标体系，并运用构建的评价指标体系和评价模型进 行了实例应用。最后,论文提出了应用创新型企业评价指标体系的措施。 关键词：创新型企业 评价基础 评价指标 实例应用 III 创创新型企业评价指标体系研究 创创新型企业评价指标体系研究 Study On the Evaluation Index System of Innovative Enterprise Abstract In order to promote chinese enterprises’ innovative ability, three national ministries and commissions jointly started technological innovation guiding project in 2006, and carried out innovation enterprise experimental work as its important part. Innovation enterprises are a micro-foundation of building innovation national strategy. In the leading of technological innovation guiding project and innovation country construction goal, innovative enterprise’s theoretical study and practical development in our country are still at starting stage. So how to distinguish and select innovation enterprise for supporting them on policy and promoting the innovation ability of enterprises are the problems that government, enterprise and scholar need to study This is also what the thesis carries on The thesis is mainly centering on the concept of innovative enterprise and evaluation index system. Firstly, it sort out the concepts, characteristics, evaluation index systems and evaluation methods of innovative enterprise which there were a more overall understanding to it. Based on these reviews, the paper presented the definition of innovative enterprise, proposed the discernment conditions of innovative enterprise, and differentiated it with technological innovation enterprise, new high-tech enterprise and scientific and technological enterprise.
