Abstract With its rapid growth in economy in recent years, China has faced an essential issue of accel erating its urbanization. Under such circumstance, house demolition constantly increases its amou nt and range. During this process, governments at all levels have protected the interests of relocat ed people in most situations, as well as ensured the stability of house demolition development. Bu t inadequate and unstandardized practices are unavoidable for its complication on the very interest s of people, which has caused many petitions. It has become a hot and difficult issue that shocked the base of current society. Our current Regulation on the Expropriation of Buildings on State-owned Land and Compensation regulates the behaviour of government in the house demolition. At some place, local governments’ leaders replace lawfully demolition and managem ent with administrative force or signing unequal agreements by threatening relocated families. So me even ignore legally process and force an eviction by abusing its administrative power. And even worse, some local government secretly united with their demo lition contractor, Evaluation Institute of Real Estate and Surveying Mapping Agencies. Their ill egal union caused unequal and unclear market, even monopoly. These local governments imply th eir Evaluation Institutes to lower the evaluated price by purpose, which has deeply damaged reloc ated families` very interests. Even some disobey fair administrative principle and threaten these In stitutes to evaluate as their own wish, which distorted price in demolition market. Those actions c aused mass petitions. Group petition in particular is in rapid growth. Such things deeply fail peopl e`s trust to government. As a unique legal supervision system, Petition System plays an important role of delivering public complaints and settling dispute. Currently demolition dispute are usually settled by Petiti on under a big environment of immature legal system. But
