我国服务外包的发展现状与策略 PAGE PAGE 1 我国服务外包的发展现状与策略 摘 要：服务外包业是现代服务业中的重要业态，拥有巨大的潜在市场规模，是未来全球经济发展的必然趋势。按照十七大精神和科学发展观的要求，加快发展服务业，特别是现代服务业，已被纳入十一五规划和政府工作报告。而服务外包业作为现代服务中的重要业态，已经成为当今全球新一轮产业革命和转移中不可逆转的必然趋势。许多国家和地区在认识到离岸服务外包行业的巨大潜在市场规模及其对经济健康发展的促进作用后，根据自身优势竞相进入该领域，并将该产业确定为国家发展的战略重点。我国商务部也启动了“千百十工程”大力推进服务外包基地和示范园区建设，成绩斐然。本文主要分析了我国服务外包业的现状、发展服务外包的优势、存在的问题并提出了我们的对策。我国应将发展服务外包业提升至战略层面进行谋划，积极进军KPO领域，实现跨越式发展，争取在新一轮全球产业革命中占领先机。 关键词：服务实质；服务外包；发展策略 Current Situation of Chinas service outsourcing and strategy Abstract: Service outsourcing industry is an important format of modern service industry, has a huge potential market size, future development trend of the global economy. In accordance with the spirit and seventh requirements of the concept of scientific development, accelerate the development of services, especially the modern service industry, has been included in Eleventh Five Year Plan and the government work report. The modern service outsourcing industry as an important format, has become the worlds new industrial revolution and the inevitable transfer of the irreversible trend. Many countries and regions in recognition of offshore service outsourcing industry a huge potential market size and economic role in promoting the healthy development, according to their own advantages race to enter the field, and the industry to determine strategic priorities for national development. Chinas Ministry of Commerce also launched the ten thousands of projects vigorously promote service outsourcing bases and Demonstration Garden and success. This paper analyzes the current situation of Chinas service outsourcing industry, the development of service outsourcing advantages, problems and put forward our response. The development of service outsourcing industry in China should be upgraded to the strategic level for planning, and actively enter the KPO field by leaps and bounds, for in the new round of global industrial revolution a step ahead.
