我国非营利组织发展的困境的对策研究 ［ ］伴随市场经济的发展，非政府组织在社会屮的作用和影响力口趋扩大。其 最大优势在于能够满足很多需要、解决社会问题而又无需运用政府的资源和权烕。政 府和非营利组织是社会公共事务管理的两大主体。政府作为公共权利的载体，对非营 利组织的认知和规制直接影响到非营利组织的发展，处于相互作用的角度，非营利组 织的良好发展状况对政府的治理又具有重要的支持和制约作用：一方面，非营利组织 参与社会公共事务的管理，协助政府建设社会公德，代表公众监督和制约政府，促进 精干政府、高效政府、法治政府的形成；另一方面，在非营利组织的发展过程中，政 府扮演能促型角色，为其发展创造良好的社会、经济、法律条件。本文尝试分析非营 利组织与政府职能的相互作用：一、非营利组织的发展现状；二、我国政府职能转变 与非营利组织发展的关系；三、我国政府在非营利组织发展中的作用；四、我国非营 利组织发展对政府职能的影响。 ［关键字］非营利组织；发展的困境；对策 Abstract With the development of market economy, The role and influence of non governmental organizations in society gets increasingly evident and important. Its greatest advantage is that it can satisfy many needs and solve social problems without using the resources and authorities of our government .The government and the nonprofit organization are the two large principal part in the management of social public affairs.As the carrier of the public rights，the government have influence on the development of the non governmental organizations，the good development of non governmental organizations has a favorable effect on government management,The two have mutual impact on each others.On the one hand，Non-profit organizations participate in management of social public affairs,helping to construct the social morality， supervising and constraining the government on behalf of the public,all of these are good the formation of lean government, efficient government，the government of rule by law .On the other hand, the government plays an important role on promoting the development of non-profit organizations and offer a better condition on Social， economic，legal respects.
