Under the background of the Belt and Road, it is the new requirement of times development to integrate the regional tourism resources， improve the overall function, satisfy the travel demand farthest and realize the coordinated development of itself and the region. Focusing on Heilongjiang province which is adjacent to Russian Far East， and have good cultural foundation to communicate with Russia and Japan， from two dimensions of history and reality， the study discusses the current situation and problems of mutual cooperation, the possibility of coordinated development, and the development ideas, so as to fit in Heilongjiang province to expand opening to the outside world， and achieve the goal of regional economic growth. Meanwhile, the study provides directional enlightenment for comprehensive coordinated development among these countries and Asia-pacific region. Key words： the Belt and Road， China， Russia and Japan, tourism, cooperation 在區域合作背景下，东北亚地区各项交流蓬勃发展，政府间、地方间的合作也日渐墦多，但相 关合作多在双边框架下展开，其屮，俄日两国的交流合作因领土争端等原因长期滞后。随着屮国“一 带-?路”倡议的捉出、俄联邦政府大力推动的远东开发政策的出台，包括黑龙江省在内的巾国东北地 区a现发展活力，而最近口俄两国首脑会晤及有关经济合作项b的签著，又力以对俄边境地区为中心 的屮日俄合作发展带来新的机遇。旅游合作是繁朵经济和社会发展、加强国与国之问认知和了解的電 要窗口。黑龙江宵毗邻俄罗斯远东，对俄旅游合作具有地缘优势、历史人文优势。值此之际，黑龙江 省积极探讨对俄日旅游合作的新思路，契合黑龙江省扩人对外开放、实现自身经济增长n标的需耍， 也有利于中俄円三国及亚太地区的协同发展。 一、屮俄日旅游合作现状 屮俄日三国政府对开展旅游合作商度重视。近年来，三国依托“东北亚地区地方政府联合会”(以 下简称“联合会”)、东北亚国际观光论坛等平台，积极探讨推动旅游合作新途径。由中id俄韩四国推 动，1996年成立的“联合会”，是东北亚地区促进区域交流与合作的重耍国际性组织。为进一步推动木 地区旅游合作，2008年“联合会”第七次全体会议增设了“旅游专门委员会”。
