京津冀一体化：从“双核+双子”到“双核+七 子”模式的发展对策分析* 孟祥林 摘 要：京津冀一体化是整合京津冀资源，谋求提 高以京津两个大都市为核心的城市体系的竞争力的重要举 措。京津冀一体化可以从区域经济学的中心地理论和梯度 理论中找到依据。京津冀谋求协同发展的思路也是在不 断变化的，从最初的“环首都经济圈”到“大北京经济 圈”，京津冀一体化的地理范围在不断扩大。随着京津两 个大都市快速发展，已经在环渤海地区形成了与长三角城 市群和珠三角城市群并驾齐驱的第三大城市群，在该区域 形成了“双核+双子”结构的城市体系。从发展阶段层面 看，“双核+双子”只是京津冀一体化的核心区域，为了 谋求更高水平的合作，需要在京津冀区域内构建“双核+ 七子”的城市发展格局，通过构建“七子环路”将“双核 +南三子”与“双核+北二子”整合在一起。此间需要强化 对怀来、兴隆、任丘、保定、霸州、深州等重要节点城市 的建设，将县级行政单位发展为扩权县、省辖县或者升格 为省辖市都是可行的选择。 关键词：京津冀一体化；“双核+双子”；“双核+ 七子”；节点城市；区域经济学 Abstract：Beijing-Tianjin-Hebei integration is the important measures by which resources located in Beijing- Tianjin-Hebei can be integrated, and bye which cities competitiveness centering Beijing and Tianjin can be improved as well. Many regional economic theories such as center place theory and gradient theory can support the practice of integration of Beijing-Tianjin-Hebei, the way for exploring the coordinating style is changing all the time, from the initial “ring the capital economic circle” to the “big Beijing economic circle”, the geographical scope for integration of the Beijing- Tianjin-Hebei is becoming larger and larger. With the rapid development of the two metropolises of Beijing and Tianjin, the Bohai-rim-region has been formed, which almost has the same influential power as the Yangtze river delta urban agglomeration  been the third largest urban agglomeration, in the region a “Double parents + double children” structure of urban system has been formed. From the view of the stage of regional economic development, “Double parents + double children” is just a the main body area of Jing-Jin-Ji, In order to seek a higher level of cooperation, it is necessary to build “Double parents + seven children” pattern of urban development in Beijing-Tianjin-Hebei area, by building a “the seven children loop” to integrating “double parents + south three children” with “double parents + north two children”, at the same tinme, it is also necessary to strengthen the following node cities: Huailai,
