At present, the object of the conflict of interest study is of the whole range in the public areas, the object extension of these studies include all employees of state-owned enterprises and government departments. However, all domestic studies relevant this object are limited to reference the theory of west countries ,and there is no special study on the civil servants behavior of public conflicts of interest in our country. In view of this, this paper introduces officer interest conflict theories ,and researches are reviewed, At the same time, the present situation about civil servants? conflict of interest behavior in Chinas government departments is understand to explore the occurrence mechanism and influencing factors by the literature analysis and investigation method, and based on this, theory model architecture about the civil service is put forward to manage the conflict of interest.
