华 华 中 科 技 大 学 硕 士 学 位 论 文 II II Abstract The interest conflict problem in the public life caused more and more officials in to corruption,which have been becoming a construction that must be paid attention to,the starting point and the destination of the research is that we explore into the internal mechanism and what kind of environment more likely to happen, which in order to avoid further power corruption. At present, the object of the conflict of interest study is of the whole range in the public areas, the object extension of these studies include all employees of state-owned enterprises and government departments. However, all domestic studies relevant this object are limited to reference the theory of west countries ,and there is no special study on the civil servants behavior of public conflicts of interest in our country. In view of this, this paper introduces officer interest conflict theories ,and researches are reviewed, At the same time, the present situation about civil servants? conflict of interest behavior in Chinas government departments is understand to explore the occurrence mechanism and influencing factors by the literature analysis and investigation method, and based on this, theory model architecture about the civil service is put forward to manage the conflict of interest. This paper mainly studies these problems, The first is mainly from the two dimensions of theoretical and practical to analyze a variety of elements of conflicts of interest; the second is analyze the immediate harm and potential effect ;The third is analysis the understanding and practice on the relevant provisions in eluding system, property declaration and after leave employment action in our country since the early 80?s,since then our country had the three system policy of conflict of interest; The last, ideas and strategies of management about conflict of interest from the three angle of human nature, system and organization are explored based on experience.
