Abstract These years,the whole conversion of digital TV have been energetic impulsed in many regions of our nation.Along with the number of subscriber growin g up quickly,the agencies of Broadcast Television Association bring higher demand to the SMS(Service Management System). At present,the marketing and system manage mode of digital TV is far from mature.How to construct safe,reliable, open and flexible system，how to meet the marketing requirement at present，even in the future，is the main problem of this thesis. This project developed an operation System in the SMS and it is not only a crucial part of Digital TV Services Platform but also a complicated manage ment control system,which reflects the thinking of subscriber management and market operation.By the whole market analysis,the paper brings forward a SMS of three-tier architecture based on Web Service.The system that developed on the platform of J2EE takes advantage of the technology of Web Service and SQL server.With designing the Data and Server elaborately,the paper realized a kind of flexible charge strategy and a reasonable product structure in the project.It also proposed a long and short term sale strategy.The Auto-background system carries out the strategy steadily.All of functions above can fully satisfy requirements of operation agencies,which will promote the development of Digital TV and realize maximize profits for the agencies.
