Abstract With the rapid development of information—based society，digital campus is getting more and more developed．Application systems have been widely used，such as teaching and scientific research management，equipment maintenance and living service．However,separated systems owned by function departments have their limitations because they have not formed the overall planning and uniform information management criterion．The phenomenon of‘‘Island of Information”has been more and more obvious．The appearance of Service-Oriented Architecture can solve this problem effectively by integrating all existing campus application systems．It realizes user’S uniform authentication，resource’S uniform management and authority’S uniform contr01．Therefore it completes the modem，digital and scientific management of the whole campus． This thesis analyzed the development background and present situation of campus MIS based on Service-Oriented Architecture allover the world． Then it gave a detailed discussion of the business needs of campus scientific research management．At the foundation of present situation of campus scientific research management，finally,it designed and developed system frame based on Service-Oriented Architecture．The system consists of Scientific Institute Management，Scientific Person Management and Scientific Achievement Management nine parts．It was developed by three-layer B／S mode and comprises three main modules：User Interface Module，Logic Business Module，Database Module and Center of Service Description， PublishingRegistration．The whole system framework is based on the control，join and performing of three modules’data，control and program flow． By building a scientific research management system covering scientific institutes，this thesis uses computer network technology to simplify labor control process，realizes information’S one—off input，multiple share and synthesis processing，meets various management’S need to all kind of II  information processing．The sy
