These data are almost submitted on the Internet via e-mail or directly input by hand, where there are lots of problems such as hidden trouble of safety, low efficiency and poor accuracy of data, and also there is health administrative delay, so that the intelligent analysis and decision support on the medical data within the scope of the region cannot be implemented. Through the prototype design, the thinking of SOA framework will be used in health information systems. The system structure map is used to describe the solution for the principles and methods of interoperability between heterogeneous systems. The application model is teased out by survey on health care business logic. Using the two hospitals in the HIS （Hospital information System） systems in out-patient clinics data fields as the test data environment to implement SOA framework and methodology, through the establishment of the corresponding WEB SERVICE, registration and the establishment of displaying the mapping between the data and the original data structure, the ultimate integration of heterogeneous data can worked out. Using the medical industry as research background, SOA-based architecture is used to solve the interconnection problem between heterogeneous information systems. Through the teasing and analysis on the requirement of the health care industry, tidying requirement of the health care industry informatization，and with current technology, here two solution based on centralized and distributed architecture is raised, and the comparison and analysis between them is done according to the economic and social aspects. By doing this, finally a distributed SOA framework solution is found to be the best one. It will protect investments in legacy systems，but will not result in physician-patient conflict caused by changing the system.
