Constitutional Convention (制宪会议) In 1787 , in Philadelphia , The delegates from 12 states ( Except Rhode Island), hold a constitutional convention to revise the Articles of Confederation. a new constitution a federal system with a strong central government. The U.S. Constitution  (美国宪法) The Constitution of the United States of America is the supreme law of the United States. It provides the framework for the organization of the United States Government. Two Main Fears 1. One person or group ,might become too powerful or to seize control of the country and create a tyranny(专制). How to deal with it? The delegates set up a government consisting of 3 parts: the executive, the legislature and the judicial. Two Main Fears 2. The new central government might weaken or take away the power of the state governments to run their own affairs. How to deal with it?
