ABSTRACT
ABSTRACT:The Kangding—DongErLuo road in South Sichuan—Tibet Line is part of the 3 1 8-defense Line,and is also all important component of the West Sichuan Tourism Link(a wonderful tourist route in Sichuan province).It takes a lot of transit and local transportation task.Because of the lower grade of the road,seriously overloaded vehicles,and continual natural disasters(for example,landslides,water erosion,and mud-rock flow etc.),the lack of road repairs and maintenance,the road had been
damaged seriously,which increased vehicle operating costs and security risks.The road is obviously unable to meet the transport needs and constraints the local socio—economic
sustainable development.Therefore,the Kangding-Dongeluo road reconstruction project is imperative.In order to ensure or mitigate the ecological environment being damaged,the environment impact assessment(EIA)for the project is extremely important.
This paper studies on the EIA of the Kangding-Dongeluo road reconstruction
project.According to the characteristics of construction projects,the principles of the assessment includes:sections are combined with points while priority is given to the points;sections,as well as the whole line,is represented by points.In status quo
assessment,methods such as monitoring,surveying,calculation and analysis ets are
used.In prediction assessment,pattern calculation and analogy analysis are employed. The assessment of noise,atmosphere,ground water and soil and water loss is done by pattern calculation and analogy analysis,while in—situ survey is used to the ecological environment impact.
Then,a synthetic EIA of the Kangding-Dongeluo road reconstruction project is conduced with fuzzy synthetical evaluation method.The assessment involves elements
such as ecological environment,noise,atmosphere,water and social environment.
