中华临床医师杂志( 电子版)2015 年10 月第9 卷第20 期 Chin J Clinicians(Electronic Edition),October 15,2015,Vol.9,No.20 ²3825 ² ²临床医疗管理² 威海地区急救模式现状与发展对策 孙怀志 郑艳杰 杨小震 庞丽 姜楠 【摘要】 随着人类社会的飞速发展和科学技术的不断进步，人类的生活空间和范围不断扩展， 而突发意外伤害及急性疾病的发生也随之不断增多，急救工作对保卫人们生命安全的重要意义也更 加凸显出来。本文作者通过对威海市卫计委医政科、威海市疾病预防控制中心、威海市 120 急救指 挥中心、威海地区 18 家急救站席进行问卷调查和实地考察，以期切实了解本地区急救模式现状，并 进一步分析存在的问题及提出相应的发展对策，以利卫生行政主管部门进一步提高认识，完善急救 医疗服务系统（EMSS ）建设，合理规划和配置布局，打造科学的急救网络。着手建立急救人才培养 体系，建立救助员制度，建立急救、非急救用车分层次派车管理。逐步建立院前急救医疗质量控制 体系和急救站席评审标准，对本地区院前急救质量实施督导和监控。 【关键词】 急救模式； 现状 Status quo of emergency mode in Weihai and measures for development Sun Huaizhi, Zheng Yanjie, Yang Xiaozhen, Pang Li, Jiang Nan. Based on a questionnaire survey and on-the-spot investigation of Weihai Health Bureau, Center of Disease Prevention and Control of Weihai, public health emergency command center (120) and all the hospital emergency departments and 18 first aid stations connected with 120, we expect to have a better understanding of the rescue mode and find a development strategy through the analysis of these problems. This will help the health administrators deepen their awareness to improve the development of Emergency Medical Service System (EMSS) with a reasonable configuration and layout to construct a scientific emergency network and further improve the emergency medical system.
