利用既有铁路发展市郊铁路的可行性分析—以天津市为例 利用既有铁路发展市郊铁路的可行性分析 ——以天津市为例 纪尚志、崔扬 （天津市城市规划设计研究院，天津300000） 摘要：长期以来，国内轨道交通系统结构不尽合理，城市中心城区与周边城镇组团间、 城镇组团相互间缺少市郊铁路联接。鉴于我国城市发展阶段、铁路建设和运营实际，充分利 用既有铁路发展市郊铁路是务实、有效的做法。本文总结了巴黎、东京等城市市郊铁路发展 经验，尤其是市郊铁路与城市的互动发展。最后以天津市为例，阐述市郊铁路的功能定位， 并根据天津铁路枢纽现状，提出市郊铁路发展设想。 关键词：既有铁路，市郊铁路，功能定位 中图分类号：U238 Feasibility Analasis on the Development of Suburban Railway by Existing Railway Abstract: For a long time, the structure of the domestic rail transit system is not reasonable. There is a lack of suburban railway connection between the urban area and the surrounding towns . In view of the development stage of cities, railway construction and operation in China, it is practical and effective to make full use of the existing railway to develop suburban railway. This paper summarizes the development experience of the urban suburban railway in Paris and Tokyo, especially the interactive development of the suburban railway and the city. Finally, taking the Tianjin city as an example, this paper expounds the function of the suburban railway, and puts forward the idea of the development of the suburban railway according to the present situation of the Tianjin railway hub. Keywords：Existing Railway, Suburban Railway,Function Position 一、引言 “十二五”期间，我国铁路、城市轨道都取得长足发展。截至2016 年末，全国铁路运 营总里程达 12.4 万公里，大陆地区共计 30 座城市开通城市轨道交通，运营线路总里程达 4153 公里。但是与日本、法国、美国等国家相比，我国轨道交通体系存在明显短板：城市 中心城区与周边城镇组团及其城镇组团之间缺少通勤化、快速度、大运量的市郊铁路系统。 随着国内大城市辐射范围的扩大、城市群的形成，对市郊铁路的需求也开始逐步显现。 “十三五”规划提出打造轨道上的京津冀，“加快建设城际铁路、市域（郊）铁路并逐步成 网，充分利用现有能力开行城际、市域（郊）列车。” 2017 年 6 月，国家发展改革委等部门联合发布 《关于促进市域(郊)铁路发展的指导意 1
