The equilibrium of material and equilibrium of heat quantity were calculated and the main equipments and pipelines were chosen. The design included a instruction booklet and four diagrams. The main contention of the instruction booklet included: 1 the development history and trendency of producing PVC and VC, 2 the production principle and process of synthesis construction section, 3 the calculation of the balance of material and calculation of heat quantity, 4 the design and choice about the main equipments. 5 the design and choice about the main pipelines, 6 the disposal of three wastes processing security and fire protection technology.
