Abstract With the 3G age coming, telecom market is picking up competition more and more in our country after the split and reorganization of the telecom operators. Three domestic telecom operators have to build their own framework and support system in order to enhance the management and ervice level and to adapt to the new business development needs. To achieve the effective management of assets and intuitive scheduling of operations and monitoring, Harbin Institute of Communications decided to update the telecommunications division of resources and equipment management system, To give operators a better grasp of real-time resource allocation and operation and reasonable to carry out resource planning to improve network service quality and resource utilization. In the thesis, the network systems integration company in the BOSS system, program-controlled switch resource management system is used as t he research object, and the struts framework in the J2EE distributed platform is adopted. According to specific demands, the demonstration level, the professional logic level, the system data level and other schemes for dividing levels are proposed. On this base, EJB, Struts, Ajax and other relative technologies which are classified into three modules are adopted to realize the management system of program-controlled switch resource. This thesis depicts the implementation of Struts+EJB framework in two pieces: Struts framework and EJB component. Focused on analyzing the use of program-controlled switchboard information management module, the switching equipment, the switch board carried out a detailed analysis and design.
