摘要电子政务一般是指政府机构应用现代管理思想对传统“政务”进行 摘要 电子政务一般是指政府机构应用现代管理思想对传统“政务”进行 改革和业务流程重组，充分利用信息和通信技术，将政府的管理和服务 通过网络技术进行集成，实现超越时间、空间与部门分割的限制，全方 位地向社会和公众提供优质、规范、透明、符合国际水准的政府管理和 服务。在各级政府的指导和支持下，目前我省很多机关和事业单位的电 子政务工程已经启动。在数字化吉林的政府网站中，需要提供一个供各 种层次的人员进行交流的平台，因此，在政府的门户网站中需要加入相 关的电子论坛的功能。本论坛正是在这种背景下尝试创建的。 本系统是基于三层体系结构上的吉林省电子政务的电子论坛系统。 第一层为数据存储层，即数据库服务器，使用的软件为nay sql。第二层 为业务逻辑处理层，即中间件层，使用的软件为BEA WebLogic。第三 层为数据展现层，即用户使用层，使用IE可以直接进入系统，无须安 装客户端软件。 关键词： 电子政务 论坛 三层体系 AbstractGenerally，The Abstract Generally，The electronic governmental affair means the go-vernment ref01I／1 the traditional“governmental affairs”and regroup business processes with modem management thoughts．It utilizes information and corresponding technique adequately to integrate the governmental management and services by network．It Can surpass the restriction of time， space mad department partition，provides high quality，regularly，transparent and intemational standard matched governmental management and serves to the society and public． With the electronic technique advanced continuously and the change of the govemmental function，the past electronic governmental affairs system needs to improve whatever in the structure，expand capability，maintenance， resource usage and share etc for the purpose of the new demand of the situation． So we need to further research and discuss how to set up a more reasonable electronics governmental affairs system．The forum is built for this purpose；It expects to provide a place for the public to research and discussion． This system iS called‘the electronic foruin system of JiLin province electronic governmental affairs”．It’S based on a three layer system．The first floor is data storing layer，it uses the software‘‘My SQL”and serves as the layer of database server．The second floor iS middle 1ayer；it uses the software“BEA WebLogic’’and serves as the processing layer of the business logic．The tllird layer iS access layer．it Can be accessed bv IE directly witllout the need to have client software insted
