Abstract With the development of Chinas scientific research, research management is more and more important in the information construction of universities. Many universities require more transparent, standardization and unification in the scientific research information management, but many systems in use have different problems, such as the data sharing, the upgrading and maintenance and so on, they lead to the management make mistake easily so that the research progress is delayed frequently，in a word, they cannot meet the need for the rapid development of scientific research. To increase the efficiency and make the administrators to put main energy into research work, it is necessary to building a system that has strong adaptability and scalability. Besides, the system will provide a platform insight into the current scientific research for the related leadership and helps them to make the correct decisions. This thesis makes use of existing research and realization of the scientific research management at home and abroad, and many advantages of these systems in use are absorbed, as well as some designs the systems in use don’t have are improved, in the whole process the design follows the standard of software developing strictly. When beginning to build the system the first step is system needs analysis, all kinds of function the system have are introduced in detail, the key business process is described by using the UML. After that the structure of the system is designed, it includes designing of database、 dividing function module for the system and designing system concurrent, Beyond that, the technology of ExtJS + Struts2 + Hibernate on the J2EE platform is chosen for the system realization. Finally some major question and innovative ways used in the system are analysised.
