Abstract With the big step forward of the information society, the enterprise more and more aware of the convenience brought by the information management work. As infrastructure and basic industry of the national economy and social development in recent years, Water Resources gradually come to the idea of sustainable development of water in the water management practice of pointing out the direction of the water utilities, water conservancy modernization that led to water conservancy information. Immigration information management system is an important symbol of the water conservancy information, it can implement standardized management of complex immigration information, not only all aspects of the sort, query and statistical information on immigration, but also related to the resettlement work. Overall, the system is able to take advantage completely replace the users actual work , while enhancing the security and transparency of the work. The immigration system is a management system based on J2EE and B / S mode, the system uses the Dorado and eclipse and oracle development environment, and Spring Framework is integrated in Dorado. Firstly system needs analysis, By using UML object-oriented modeling techniques, the system gradually given use case diagram. Based on the needs analysis of the results of the overall design of the system, the system is divided into eight sub-systems. Based on the problems encountered in the development, three innovative technologies is put forward - the configuration of multiple data sources ,custom configuration of data tables and data sets transpose. 3 Technology is mean to guarantee the security of information and implementing a custom configuration of the system, at the same time increase the maintainability and the expandability of the system. Through the use of immigrant information management system, superior user can get macroeconomic statistics simply. The subordinate users can maintain all immigrants’ households
