On the basis of comprehensively 2003 expounding key elements of low-carbon economy and its [3] 2009 influence on power system planning and operation, from the viewpoints of power system planning and power system 2020 GDP CO2 2005 operation an overall frame is established to research the methods for power system planning and operation under 40%~45% complete low-carbon economy, and the overview and prospects of key research directions are given.
