摘要电力行业由于以前发电厂少，经常发生缺电现象，并且发电厂效率不高，针对 摘要 电力行业由于以前发电厂少，经常发生缺电现象，并且发电厂效率不高，针对 这些现象，国家进行了一系列改革，这些改革打破了独家办电的局面，出现了多渠 道、多元化投资办电的局面，加快了电力工业的发展。所以现今国内电力企业(主 要指发电企业)要提高自身的竞争力适应电力体制的改革，对电力公司进行绩效评 价改善自身的经营管理就显得非常重要。 本文首先在阐述电力行业改革背景的基础上，回顾了国内外企业绩效评价研究 的现状。叙述了绩效评价的理论：委托代理理论，制度变迁理论，利益相关者理论。 然后阐述了绩效评价体系的内容，包括绩效评估的主体，客体，目标，指标，方法。 介绍了绩效评价的方法，包杜邦财务分析，EVA，平衡记分卡。最后本文设计了8 个电力主要经济指标对近26年来电力行业进行了DEA分析，得出了电力行业的效率 在近26年呈现增长的结论，从而得出改革有效的结论。然后设计了12个指标通过运 用DEA模型对中国40家电力上市企业进行经营绩效评价，得出16家上市公司为DEA 有效，并且地区性电力公司比国家性的电力公司有效的结论，并以两家上市公司为 例对比分析了DEA有效的上市公司和非DEA有效的上市公司的不同之处，给出非 DEA有效的上市公司的改进方案。最后，本文从以下两个方面提出改进措施：公司 内部要适当的产权多元化，适当的将非财务指标纳入公司的报表中以及绩效评价体 系中，并且要注重研发，进行适当的投资；公司外部要建立充分竞争的市场环境， 政府的消极干预应该不断的淡出，加强股票市场的制度建设。 关键词：电力企业；绩效评价；制度变迁；DEA分析 Application Application of DEA in Evaluation of the listed Electric Power Enterprises in China Abstract The electric power is the pillar and basic industry,which has a strong relationship with the national economy and people’S livelihood．ne electric power companies take responsibility that is more social．At resent years，more reform measures have been took in electric power industry by the government．强e electric power industry WaS departed to two parts，one is generate electricity company and another is the grid company However,nley were as a whole company before，that lead to electric shortage．After the 1 979，the electric power industry was stepwise reformed．司托China Huaneng Group and electric group in each local area founded for the reformation ofthe managerial system． 1his paper firstly reviewed the theory of the performance evaluation．Then we note the status quo of the domestic and foreign enterprises．Performance evaluation of the theory,such as the principal-agent theory,the theory of system changes，stakeholder theory．Then on the performance evaluation system,including performance evaluation subject,object，goals，targets，methods，and SO on．In this paper,after a detailed evaluation of the performance,fmancial analysis package DuPont，EVA，the Balanced Scorecard,were all
