大连理工大学硕士学位论文摘 大连理工大学硕士学位论文 摘 要 本论文是根据新形势下政府工作的需要，结合作者的实践体会，在导师的指导下独 立完成的。其基本方法是结合政府实际，运用cI战略理论进行政府形象塑造。 本论文的主要目的是寻求塑造良好政府形象的具体手段和有效途径。当今世界，各 国都十分重视政府形象塑造。然而，国内外的实践表明，政府形象塑造说起来容易做起 来难，很多政府及其行政领导对此十分困惑。上个世纪中后期，出现了CI(企业形象识 别)，经过几十年的发展，这种理论已经成熟并且在企业形象策划上取得了巨大成功。 在这种前提下，很多政府投入了大量的人力物力，纷纷尝试导八CI进行形象塑造。从 目前看，应当说取得了一些成果，但是，我认为尚未取得实质性的突破。可以说，运用 cI进行政府形象塑造，目前才刚刚起步，认识尚属肤浅，应用更是有限，但关注它、研 究它是一个十分重要的趋势。 本论文共分四章。第一章导言，阐述了政府形象塑造面临的挑战、导入cI战略理 论塑造政府形象的意义、cI战略的发展态势及本论文的研究思路、研究内容；第二章有 两部分内容，分别介绍了cI战略和政府形象的基本涵义、类型、特征及构成要素；第 三章导入cI战略塑造政府形象的问题探讨，主要针对的是可行性、基本原则、基础理 论、时机选择和效果评估等五个具体问题；第四章导入CI战略塑造政府形象的基本程 序，分别就前期准备工作、政府形象识别策划、公务员教育培训及建立监督控制机制等 四个主要环节进行了说明。以上章节层层递进、逐步深入，是一个统一的整体。 关键词：cI战略；理念识别：行为识别；知觉识别；政府形象；形象塑造 张晓安：基丁(1I战略的政府形象型造研究The 张晓安：基丁(1I战略的政府形象型造研究 The study of form government image based Oil CI strategy Abstract l he paper is fulfilled under the director of professor,combined with the author’S feeling，catored to the demand of government．The basic way is transplanting the company’S CI strategic theory to the creatation ofgovernment image． The aim is to search the best way in crcatation of government appearance In the world， each countries shows great emphasis on the crcatation of government image while，realities from inside and oudside shows the creatation of government appearance is more difficult to say than to do which confuses many countries and leads．C1 which comes up last middle century has been raped throung many years development and succeed in image of enterprises． Under this hypocrise，many governments put much money and peoples on creatation of inmage throung CI．From mow,great results have been achieved，not in the peat degrees．we can say that the creatation of government image stays in the beagining，but studying it becomes the order ofthe day． The paper is divided in four parfs．The first part is about challeng to the creatation of government appearance，the meaning of using CI strategic theory to the creatation of government image，the development trend of CI strategic th
