Community empowerment for health and development 張麗春 長庚科技大學 護理系 lichunc61@.tw Facebook:張麗春 辦公室:長庚科技大學 N209研究室 聯絡電話:分機 423-3209 0910-031-668 What is Empowerment? “Empowerment involves people in assuming control or mastery over their lives.” (Rappaport, 1987) “Empowerment is a social action process that promotes participation of people, organizations, and communities towards the goals of increase individual and community control, political efficacy, improved quality of community life and social justice.” (Wallerstein, 1992) Empowerment Theory Multi-level and Interdependent Construct: Individual/Psychological Empowerment Organizational Empowerment Community Empowerment Assumes Control and Mastery over Lives Process and Outcome Contextual/Dynamic Power (power to influence/power over) Empowerment as Poverty Reduction (World Bank, Narayan, 2002) Process Access to information/ Transparency Inclusion/ Participation in decisions Accountability Local organizational capacity Outcomes Provision of services (Equitable Distribution) Improved Local/ National Governance (Less Corruption) (More Social Cohesion) Pro-Poor market development. (Bottom up investment/Women’s Empowerment) Access of poor people to Justice. Supporting individuals and organizations to work in ways which are empowering (process) and achieve empowerment (outcome) Community empowerment should be should be seen as involving far more than just shaping and choosing services and ‘empowered’ individuals do not necessarily mean that we have empowered communities happening in a collective, rather than only personal, setting seen as an integral part of working, as a process which focuses on how we work in empowering ways; and as an outcome – for both communities and agencies; a change which is enduring, which is intended to improve the quality of life for communities and their environments Despite the terminology, ‘community empowerment’ is not just about communities, it
