Air Traffi c Management The Air Traffi c Management Division (ATMD) is responsible for the provision of air navigation services to civil aircraft operating within the Hong Kong Flight Information Region (HKFIR). The services include air traffi c services, communications, navigation and surveillance as well as search and rescue. With the mission of providing reliable and sustainable air navigation services and maintaining effi cient and orderly air traffi c operations within HKFIR, ATMD is also responsible for the training of air traffi c control (ATC) personnel, provision of aeronautical telecommunication services and the design of ATC procedures. 14 Civil Aviation Department Hong Kong 2016-17 Annual Report 15 Air Traffi c Management 2016 had been a very challenging year for ATMD.
