PAGE PAGE II 教学单位　经济与管理学院　 学生学号　 070544145 本科毕业论文（设计） 题　　目 中国电子政务与电子商务 结合障碍与对策研究 学生姓名　 专业名称　　 电 子 商 务 指导教师　　 2011年1月5日 中国电子政务与电子商务结合障碍与对策研究 摘要：随着互联网的快速发展，电子政务与电子商务已经成为提升一个国家或者地区综合竞争力的重要因素。为了使电子政务与电子商务很好的结合，本文采用文献综述和理论分析的方法对电子政务与电子商务的结合障碍和对策进行研究。主要结论是：我国电子政务与电子商务结合的障碍包括体制和观念、技术、信用、安全、法律制度、基础设施等方面的障碍。因此，解决电子政务与电子商务结合问题的建议是：强化服务意识，树立新观念，提高认识；积极推进社会公共服务；积极建设电子商务网站，及时发布信息；加强电子安全认证，高度重视安全问题；加强人才队伍的建设，吸纳海内外高科技人才；完善信用保障制度，消除信用障碍；加快推进相关法律的制定；加强国际交流等。 关键词：电子政务；电子商务；结合 The Researh on Obstacles and Strategies of the Combination between the Chinese E-government and E-commerce Abstract: With the rapidly development of ?Internet, e-government and e-commerce has become the important factors of a country or region to enhance the comprehensive competitiveness.In order to make a good combination between the ?E-government and e-commerce, this paper adopts literature review and theoretical to analysis the problem of the study of the combination between e-government and e-commerce .The main conclusions are: integration of e-government and e-commerce barriers including institutional and concepts, technology, credit, security, legal system, infrastructure and other barriers.Therefore,there are some suggestions with solving the problem of e-government and e-commerce ,such as,to enhance service awareness, to establish new concepts and awareness raising; to promote the social and public services actively;? building e-commerce site actively, to release of the information? timely; to enhance electronic security certification, to attach great importance to security issues ; to strengthen human resources building, to attract high-tech talent at home and abroad; to improve the credit guarantee system, to eliminate barriers to credit;? to speed up the formulation of relevant laws; to strengthen international exchanges and so on .
