ABSTRACT ABSTRACT With the proliferation of the Internet and the development of technology, the network has become an important part in daily life and study process for college students, which not only brings the revolution in ways of university culture propagation, but also changes the modes of living and thinking among college students. The report at the 18th CPC National Congress pointed out the need to strengthen and improve the construction of web content, to utter the main theme online, to enhance the network management, and to promote the orderly operation on network according to laws and regulations, thereby enriching the cultural life of the people. In May 2011, the National Internet Information Office was established with the approval of the State Council; on February 27, 2014, Office of the Central Leading Group for Cyberspace Affairs was set up. Xi Jinping pointed out that the censorship on online media is a long-term mission, we should innovate and improve the online publicity, utilizing the regular pattern of network propagation, promote the main theme, inspire positive energy, cultivate and practice the core socialist values, take a good grasp of the Internet with the regard to time, degree and effect, finally refresh the cyberspace.
