The analysis results show that the growth of our various regions presents trend to conditional convergence, and the existence of so-called human capital threshold. So the Government has to increase educational funding to ensure that regional human capital can play a growth engine role. On the other hand, the government should enact preferential policies on human resources for the less developed regions, establishing a variety of institutions and economic incentives to attract talented people to stay in the less
