Abstract ：This paper analyzes the flood disaster in the recent years ，uses modern information technology to deal with flood inundation analysis and 3D simulation ，adopts titled pyramid structure to build multi-resolution 3D terrain of area for study area ，and generates rectangular grid model in certain step length at the request of precision requirement.Flood inundation anal- ysis is done in the situation of given flood level or flood volume.The system structure of 3D simulation is analyzed ，and JO- GL （Java bindings for OpenGL ）technology is adopted to do simulation of the process of flood spread.A case study indi- cates that the scheme designed has good practicability ，which is great important to flood control decision and post-evaluation.
