国防科学技术人学研究牛院公共管理硕十学位论文摘 国防科学技术人学研究牛院公共管理硕十学位论文 摘 要 军校公用房是指由上级下拨资金建造、军队投资或经批准各单位自筹资会建 造的，用于学校教学、科研、办公、后勤保障等的房屋，其产权属于学校。军校 公用房资源是办好学校的必要物质资源，科学合理的配置与有效使用公用房是保 障学校不断提高整体办学水平与效率的重要措施。 为了解决军校公用房分配不合理的现状，使其得到充分、合理、高效的利用 和良好的维护，解决利用率低、缺乏自我约束模式等问题，不断改善学校的办学 条件，更好地为教学、科研服务，本文以公共管理理论为支撑，运用信息经济学 与博弈论方法分析军校公用房管理中各方的利益，并建立博弈竞拍模式；针对军 校公用房的使用现状和存在的问题进行研究，对军校公用房的管理进行了总体设 计、分析并建立了军校公用房分类模式，为军校公用房的有偿使用管理奠定了基 础。同时对军校公用房的有偿使用管理机构和管理模式进行了研究，详细论述了 军校公用房面积定额模式，以及在该模式的基础上建立了相应的收费模式，并对 经费的管理进行了探讨。最后，尝试建立军校公用房管理的一系列评价指标体系， 并运用成本效益法和模糊评价法对军校公用房管理模式进行评价。 同时，本文的最后一章给出一个具体的军校公用房管理的实例，进行分析与 评价，也证明本文研究内容的可行性与适用性。 主题词：公用房管理、有偿使用、定额配置、博弈竞拍、评价指标 第i页 国防科学技术大学研究生院公共管理硕十学位论文ABSTRACT 国防科学技术大学研究生院公共管理硕十学位论文 ABSTRACT The public housing of the military academy refer to the apartment buildings constructed with allocated military funds from superior departments or raised funds from individual colleges and used for teaching and learning,scientific research, administration and logistic support in the academy,and thus are the property of the academy．As the essential asset of the academy，optimal and scientific configuration and effective application of the public housing are important measures to improve the level and efficiency of the academy． In order to change the unreasonable configuration of the public housing，make full use of the public housing，get good maintenance，and solve the problem of low efficiency and self-management，this paper,based upon public management theories， analyzes the interests of all parties in the management of public apartment houses using information economics and game theory and proposes the game auction model．The paper has carried out studies against the status quo and problems in public housing， proposes an overall design of the management of the public housing in the military academy，explores and establishes a classification model of the public housing and paves the way for the paid utilization of the public housing．Meanwhile，the paper examines the paid utilization management insti
