As China has entered WTO,Chinese economy will emerge into the global economy with greater scale and extent.It will be all inevitable tendency for China to highlight industrial policy and weaken regional policy,thus the policy advantage enj oyed by development zones will gradually disappear.One essential factor for foreign investors to decide whether to invest is infrastructure. If development zone wants a leapin economy,it has to follow a principle of attracting investment first and putting infrastructure on front.First we need the construction of infrastructure and to create a sound investment environment, thus strengthening the core competitiveness of development zone,SO that to shift
the dependence from policy advantage to comprehensive advantage of investment environment.But with the acceleration of the infrastructum
construction,each development zone is going to face the same problems:How
