But in modern times, with the development of economic and the social progress, the contradictions between management protection and exploitation to scenic spots has become more and more obvious, so resolving the contradictions between the two have become a pressing issue. As a provincial four-A scenic spots, Xiushan mountain is a special mountain cultural landscape combine with Buddhism, Daoism, Confucianism, so it’s necessary to set up a management mechanism compatible with it’s style.Began with the analysis on Xiushan mountain’ developmental status and cultural elements , this paper explores the cultural tourism resources, that is the Buddhist temple construction, the couplets tablets, music, etiquette and calligraphy of Xiushan mountain, as well as market characteristics and market segmentation. According to the analysis to the present problems existed in developing Xiushan cultural tourism resources, this paper put forward some proposals to establish a strategy system for the development of Xiushan tou
