PAGE 毕 业 论 文 学生姓名： 余锋 学 号： 学 院： 经济学院 专业年级： 2010级保险专业 论文题目： 我国巨灾风险损失补偿机制研究 指导教师： 阎志忠 讲师 评阅教师： 2014年4月 摘 要 随着经济的发展，人口密度越来越大，频繁的自然灾害和人为灾害给我国造成了严重的经济损失和人员伤亡。由于我国现有的巨灾风险补偿机制还很不健全,巨灾之后政府财政和保险公司承受着巨大的压力,受灾居民面临生存与发展的双重困难,严重威胁着中国的经济发展和社会稳定。因此,建立一个能提高巨灾损失的补偿程度和巨灾补偿基金的使用效率,在一定程度上减轻国家的财政负担，帮助灾民重建家园的巨灾风险补偿机制成为当务之急，同时对构建和谐社会也有着十分重要的理论价值和实践意义。本文首先在对相关文献广泛研究的基础上提出了巨灾以及巨灾风险的定义，特征和分类以界定研究对象；然后引入巨灾风险补偿研究的理论基础和西方发达国家在巨灾风险补偿机制，理清了补偿机制中政府，保险公司，资本市场和社会机构等主体各自应扮演的角色，从而建立起政府与市场合作的基本分析框架；接着阐述了巨灾风险对我国经济的实际影响。最后,针对存在的问题,提出建立我国的多层次巨灾风险补偿机制的结论和相关政策建议。 关键词：巨灾风险 补偿机制 巨灾保险 Title Researching on catastrophic risk compensation mechanism in China Abstract: With the development of economy, population density increasing, the degree of concentration of wealth increased, which caused serious economic losses and casualties frequent natural disasters and man-made disasters in china.
