城市老工业区用地布局调整规划研究——以沈阳铁西工业区为例 城市老工业区用地布局调整规划研究 ——以沈阳铁西工业区为例 摘 要 沈阳铁西工业区是具有六十年历史的老工业区，也是全国规模最大的工业聚 集区。本文针对铁西工业区作为沈阳的老工业区在经济转型时期出现的土地大 量闲置，职工大批下岗，城市污染严重等一系列问题，通过对铁西工业区发展 历史的整理和研究，从城市经济发展入手，运用城市经济学、城市地理学及城 市规划等理论，结合铁西工业区的具体实际，论述老工业区应如何进行用地布 局调整并建立合理的用地模式来适应经济发展的需要。本文尝试探索城市规划 如何在现有的工业基础上，为实现产业的更新换代，贯彻可持续发展的原则， 把铁西工业区建成经济结构合理，--=产业相互拉动，基础设施完善，环境景 观宜人的现代化全国重大机械装备制造业核心基地。同时，也希望能为我国老 工业区的更新改造的规划研究提供参考和借鉴。 r／--s一 关键词：老工业区，用地布局调整，(铁西／ Study Study on the Programming and Adjustment of Land-utilizing Pattern of Tiexi Industrial Zone of Shenyang ABSTRACT Shenyang Tiexi Industrial Zone is an old industrial zone with a history of sixty years and is also the largest industrial concentrated zone of onr country．When Shenyang Tiexi Industrial Zone facing the economical transformation period，there emerged a series ofproblems such as masses ofland left unused，groups ofpeople being laid—off, city polluted seriously,etc．According to these above·mentioned problems，this thesis expounds how to make adjustment on the land-utilizing pattem ofold industrial zones and how to establish a reasonable mode of utilizing land to meet the need of economic development．It is based both on the research and study ofthe development history and on the current particular conditions of Tiexi Industrial Zone witll the theories of urban economics，urban geography and city planning，etc．In order to achieve the industrial transformation on the current industrial foundation and stick to the sustainable development discipline，I attempt to exploit a way of city planning in this thesis to construct Tiexi lndustrial Zone into a key national modem manufacture base of important mechanized equipment，in which the economic structure is practical， the second and the third industry support each other,the infrastmcture is perfect，the environment scenery is amenity．At the same time，I also hope to provide reference to the programming and studying on the renovation of old industrial zones in our country、 Key words：Old industrial zon
