AB AB STRACT Many cities in our country gradually realize the importance of developing logistics reasonably and effectively along with the better status of logistics．In order to achieve the goals that logistics is developed reasonably and logistics centers are distributed rational in the range of city， many cities have already taken the lead in the programming of logistics of the city．As an important infrastructure，logistics centers supports citys society and economy development．So’planning andi building of it are very important．But logistics centers theory is superficial for china． A model of the planning decision—making for urban logistic centers has been given， in connection with the actuality of development of logistics projection，which is combined with the experience and theories inside and outside the country of the areas．At the same time，on the basis of theoretic researches，the dissertation combines the theory with the practice，adopting the investigation at Xiangtan to carry out the logistics centers projection of Xiangtan．Ultimately，the dissertation will present the programming scheme，which has determinate significance． This paper proceeds with the problems in four sections． In the first．section，the total scale of logistics centers is discussed． Firstly， it has predicted the quantity of the demand for logistics．Then， according to the quantity， formula of the total scale is derivate on analyzing relationship between the logistics volume and logistics nodes scale．It is easy to get the logistics volume．At last，the reasonable volume and quantity of logistics centers is discussed based on the references of logistics nodes’quantity at home and abroad． In the second section，the location of logistics centers is discussed． A grey comprehensive assessment method is adopted for the location problem by analyzing the objectives，principles and factors of the location problems． In the third section， allocation of the logistics centers volume iS discussed．A multi—attribute
