摘要基于WTO环境的建筑业行业管理模式研究 摘要 基于WTO环境的建筑业行业管理模式研究 管理科学与工程专业研究生汤凯惠 指导教师成虎教授 摘要 加入WTO，建筑业面临更多的机遇和挑战，国内建筑企业应对国际化的激烈 竞争并在国际市场占有重要席位，首先需要制度保障。构建新的建筑业行业管理 模式成为当务之急。 本论文从形成行业管理模式的三个主体一一作为行政主体的政府、作为中介 主体的行业协会、作为市场主体的企业一一的相互关系作为研究的切入点，以行 业管理的基础理论作为研究的出发点，结合国内建筑业的实际情况，比较国外已 有的较为成熟的建筑业行业管理模式，应用系统和集成的思想，提出建立适于WTO 规则的我国建筑业行业管理模式的总体思路。 本论文主要内容： (1)加入WTO对我国建筑业管理体制的影响。 (2)从行业管理和行业协会基础理论引出行业协会参与行业管理的两种模 式。 (3)分析我国建筑业行业管理存在的问题，并提出我国建筑业行业管理的现 存模式。 (4)对WTO成员国美国、德国、日本、韩国的建筑业行业管理模式进行分析， 重点研究这些国家的政府和行业协会如何管理建筑业，为我国的建筑业行业管理 提供借鉴。 (5)从我国建筑业行业管理改革的必然性入手，分析直接引用国外建筑业行 业管理模式的不可行性，提出构建我国建筑业行业管理模式的总体思路。 关键词：建筑业；行业管理：行业协会：WTO Research Research On The Model ofIndustry Management ofConstruction Industry Based on WTO (Dissertation for Master Degree) Graduate Student：Tang Kai Hui Superviser：Prof．Ceng Hu ABSTRACT Being a number of WTO，there are more challenges and opportunities for construction industry．How can the Chinese contractors act as a significant part in the world?Above all，the system guarantee is indispensable．Designing a new model of industry management ofconstruction industry is urgent。 From the point of view of interrelation between the three principal parts—·—-the government as administration，the industry association as medi—organization，the enterprise as market一-which constitute the model ofthe industry managemen，the general plan about the model of industry management in China is put forward．This plan must adapt to the fact of construction industry．Also，some basic theory about industry management and industry association is introduced．Some conventional and modem models ofindustry management ofconstruction industry in overseas are analysed too． ne contents ofthis thesis as following： (1)111e influence on the system of construction industry when China being a number of WTO． (2)Introduced theoretical research about industry management and industry association． (3)Analysedthe deficiencyoftheindustrymanagement ofconstructionindustry at the present time in China,and the model of the industry manag
