2017年8月 世界科技研究与发展 科技评价与评估 * 基于专利引证质量的发明专利质量评价指标研究 ** 祝建辉 李媛媛 （西北工业大学管理学院，西安710072 ） 摘 要：针对已有发明专利质量评价指标的不足，引入专利引证质量指标。以新能源汽车行业中的储能技术为例， 建立专利引证质量模型，通过对模型的检验，认为专利引证质量可作为发明专利质量评价的一项新指标，并证明了 新引入指标的必要性。在此基础上，以比亚迪股份有限公司为例，运用主成分分析法对该技术领域的发明专利申请 与审查文件中提取出的5 项专利质量评价指标进行降维分析。分析表明新引入指标对于发明专利质量评价有较大影 响，证明了新引入指标的重要性。综合新构建的发明专利质量评价指标与已有发明专利比率评价指标进行分析，验 证了新构建指标体系的有效性。 关键词：专利质量；专利引证质量；主成分分析；专利申请文件 中图分类号:G306.0 文献标识码：A doi: 10.16507/j.issn.1006-6055.2017.08.001 Research on Evaluation Index of Invention Patent Quality Based on Patent Citation Quality* ** ZHU Jianhui LI Yuanyuan (School of Management, Northwestern Polytechnical University, Xi’an 710072, China) Abstract: In view of the shortcoming of the existing evaluation index of invention patent quality, the index of patent citation quality is introduced. Taking the energy storage technology of new energy automobile as an example, the patent citation quality model is established and tested. The study shows that patent citation quality can be used as a new index to evaluate the invention patent quality, and it shows the necessity of the new introduced index. On this basis, taking BYD limited company as an example, the dimension about 5 patent quality indicators, which extracted from the invention patent application and review documents, is reduced by PCA analysis.
