西南交通大学硕士研究生学位论文 西南交通大学硕士研究生学位论文 第1页 摘 要 中国共产党关于富农的理论在三十年代已经形成，但解放战争时期由于国 内形势发生了巨大变化，中共的力量迅速壮大，新民主主义的政治与经济政策 日臻完善并得到切实实施。富农政策是新民主主义经济政策的一部分，也就必 然会得到进一步的丰富与发展。 本文拟尽可能完整地梳理解放战争时期中共关于富农的理论与政策，特别 是这一时期具有特色的理论与思想，如向富农让步的思想；关于保护和发展富 农经济的思想；关于新富农的理论；征收富农多余土地的方针政策等，并结合 时代背景加以理解与分析。总体来说，这一时期中共对富农的政策是非常成功 的。中共充分认识到富农在农村阶层中的重要作用，正确分析了富农在政治、 经济上的特点，在解放战争的后期对富农采取了不同的政策，调动富农的积极 性，使富农在解放战争中作出了贡献。另一方面，解放战争后期，由于形势的 发展变化，为了发展农村的生产力和实现耕者有其田，中共对富农的理论与政 策也发生了相应的变化。提出了征收富农多余的土地和财产以及在新解放区采 取分阶段对待的政策。这种理论政策的变化使中共在农村较好地解决了富农问 题，为以后的土地改革奠定了基础。 关键词：解放战争；中共：富农：减租减息；让步政策：分阶段对待；新富农 西南交通大学硕士研究生学位论文 西南交通大学硕士研究生学位论文 第1I页 Abstract． The rich peasant ofthe Communist Party．of．China(CPC)which had taken shape in the 1930’S developed further in practice in the war ofliberation period when the civil situation changed lot，particularly the CPC forces grew rapidly and the political and economical policies of the new democraticism were improving day by day and were carried out the full． This thesis tries to all the theories and policies and ideas．such the idea of making concession the rich peasant，the idea ofprotecting and developing the rich peasant，seconomy,the theory ofthe new rich peasant and the policy ofexpropriating the rich peasants surplus land，etc．in s12n2，the rich peasant policies of the CPC in this period are successful．on the basis of realization ofthe importance ofthe rich peasant in the rural area．and the analysis of恤e political and economical characteristics and the changed situation，and develop the rural productive forces，the rich peasant theory and policy ofthe CPC S changed correspondingly,i．e．expropriating the rich peasant，ssurplus property and deal with different stage rich peasants in different ways，which leads to good solution of the rich peasant problem and laid foundation for the agrarian refotin afterward． Key words：The Liberation War；CPC；The Rich Peasant；Reduction Rent and Interest；Concession Policy；Deal with Different Stage Peasants in Different Ways；The New Rich Peasant 西南交通大学
