I I 居民参与社区治理的理性思考 ——以苏州 H社区为例 中文摘要 中文摘要 随着我国政治经济体制改革的深入发展，大政府向小政府的转变，在政府与 社会关系转型的进程中，社区逐步承载原先由政府和企事业单位包揽的社会事务， 城市居民由“单位人”变为了“社会人”。社区成为了生活中不可缺少的一个综合 基础的群众机构。而社区建设是个庞大的系统，需要大量的人力、物力、财力进 行支持。鉴于政府行为的有限性，社区建设更多的依赖自下而上的居民参与。但 是目前在城市社区建设过程中所面临的最大问题，正是缺乏众多居民的有效参与， 进而影响到城市社区建设的深层次发展。 本文在采用理论研究的基础上，与实地 问卷调查和访谈研究相结合，以苏州市 H 社区的调查数据为基础，对 H 社区居民 社区参与社区治理的现状做问卷分析，从其成效、缺失及原因中，进一步提出相 应的推进对策。 本文主要分为六个部分：第一章为绪论，简述了研究背景、国内外研究综述、 相关理论工具及研究方法；第二章是居民参与基本概述，为研究 H 社区提供理论 基础；第三章，就 H 社区的居民参与社区治理状况进行分析，明确居民参与社区 治理的现状和成效；第四章对 H 社区实现居民参与社区治理进行原因分析，找出 作用于 H 社区居民参与的关键因素；第五章提出推进居民参与社区治理的相关对 策。最后一部分是对全文进行小结，并指明进一步研究的可能。 关键词：社区治理，居民参与，集体行动 作 者：房秀兰 指导老师：沈荣华 I IIII 英文摘要 居民参与社区治理的理性思考——以苏州 H 社区为例 The Rational Thinking Of The Residents Participating In The Community Governance——For Example , The Suzhou H Community Abstract With the further development of Chinas political a nd economic reform, big government to the transformation of small government, the relationship between the government and the society from the strong government -- weak society into the strong government -- strong society in the process, the community gradually carrying originally undertaken by the government and the enterprises and institutions of social affairs, city residents from unit person to social man.
