上海交通 上海交通大学 MPA 学位论文 就业促进视角下的失业保险制度完善研究 力人口的纳入失业保险覆盖范围；四是提高失业保险的统筹层次，逐步建 立“省级统筹，中央调剂”的统筹模式。 本文的主要创新之处在于：在借鉴国外经验的基础上，将失业保险与 就业的相关理论结合具体实践，有针对性的提出一些建议，弥补了现有研 究的不足。例如笔者提出了行业失业率数据的获取方法，设计了失业金累 退的发放方式等。 关键词：失业保险，促进就业，制度，激励 THE RESEARCH OF UNEMPLOYMENT INSURANCE SYSTEM FROM THE PERSPECTIVE OF PROMOTING EMPLOYMENT ABSTRACT From a global point of view, it is an inevitable trend for unemployment insurance systems to transit from basic life security oriented forms to employment-promoting oriented systems. In China the pressure of unemployment is high and long lasting. Therefore promoting employment is a long-term goal of China’s government, and unemployment insurance system, as an important part of Social Security System, should serve this goal effectively. At presence unemployment insurance system does not promote employment well and there is an urgent need for improvements, indicated by coexistence of severe unemployment situations and a great deal of “idle” unemployment insurance funds. The thesis explores the problems in the existing system and intrinsic logic relationship between unemployment insurance system and the employment-promoting function. The problems in the current system are identified as follow: insufficient emphasis on employment-promoting function, such as limited funds to support employment-promoting, unreasonable rate mechanism leading to negative influence on enterprises to increase employment, overly loose restrictions on payment of unemployment benefits encouraging voluntary unemployment; undiversified payment methods discouraging unemployed labor to seek jobs proactively; in addition, narrow coverage and lack of overall planning of unemployment insurance suppressing the employment-promoting function. The above issues are attributed to defective design of unemployment insurance system itself, derived from the main goal to protect basic living conditions under special circumstances in the past, and management thought under the planned economic system.
