应用交流 Application and Communication 新农合即报系统的研制与开发 ① 王秋月 摘 要 新农合及时结报系统，用于实现新型农村合作医疗（新农合）患者就医过程中基础数据的即时上传和信息共享，简 化其就医和报销环节，有效控制次均费用，规范医院诊疗行为。系统基于PB11.5的开发，以SYBASE12.5为主数据库，调用 Webservice实现通信连接，通过调用各县端新农合接口的Web service和托管点代码，实现医院信息系统和新农合即报系统 的无缝接轨。新农合即报系统的应用对于方便就医、简化报销程序、推进新农合药品的合理应用、规范医院的诊疗行为、 有效控制次均费用都有极大的推进作用。此外，该系统的应用有助于强化新农合基金监管力度，增加基金使用的透明度。 关键词 新农合 医院信息系统 即报系统 Doi:10.3969/j.issn.1673-7571.2014.01.035 Research and Development of New Rural Cooperative Medical Instant Reimbursement System / WANG Qiu-yue//China Digital Medicine.-2014 9(1): 109 to 111 Abstract This paper introduces a function of the rural cooperative medical system (NCMS). The NCMS has advantaged for timely reporting system for instant uploading and sharing of medical information on the process in patients with underlying data, simplify their medical treatment and reimbursement aspects, both times to effectively control costs, standardize hospital the clinic behavior. The NCMS was coded by the system of PB11.5 and basis on SYBASE12.5 primary database and calling Webservice achieve communication connection, by calling the county side NCMS Webservice interface point code and managed to achieve the hospital information system (Hospital Information System, HIS) and NCMS reporting system that is seamless integration. Reported that the application of new rural cooperative medical care system to facilitate and simplify reimbursement procedures, to promote the new rural cooperative rational use of medicines, regulate the behavior of hospital treatment, the cost of effective control both have a great role in the promotion times.
