This paper analyzes the connotation and characters of characteristic town, presents a subjective-objective, qualitative-quantitative integrated indices system based on theoretical analysis and expert consultation. The indices system is a diamond-shape structure and consists of three aspects: essential information, development performance, character level. The evaluation uses a graphic polygon comparing different indices of characteristic towns, and provides a reference for small town development.
